A license and Water Jumps?

I just wanted some clarification on this question, Can A-License holders perform water jumps?. I referred to the USPA manual and this is what it says
"Persons holding a USPA A license may jump without supervision, pack their own main parachute, engage in basic group jumps, perform water jumps, and must have-......"

However, I was told you won't be allowed to do water jumps unless you have a b-license. Can someone pl. clarify this? I have also heard other stories that A-license holders performing water jumps at boogies etc.

See SIM Section 6-5.C

You can have only an A license and do intentional water jumps IF you also have the wet training, training within 60 days from an IE or I and are a swimmer.

The wet training is required to get the B license.

The reason some DZO might say you 'have' to have a B license is because they may not be able to verify the rest of the requirements.
