I had a similar conversation with my S&TA pretty recently. He advised hands in toggles while loosening chest strap for two reasons. One is to avoid having a loose chest strap if unstowing your brakes causes a mal from which you need to cut away. Two is for slower flight while fiddling with your chest strap which buys you time while you're distracted from looking around for other canopies. Seemed reasonable to me.

Hi err'body Did my first two tandems over the summer and signed up for my AFF! I'm dying because I have to wait a whole MONTH to go again. Now I spend countless hours just reading the SIM and looking at videos online to try and cope, but it's just not the same. I do live near a wind tunnel. Is it worth spending some time in before classes start or would I be hindering myself? I'm eager and excited, but I don't want to get in my own way and try to do too much at once. Cheers!
