AT&T cannot maintain enough network capacity to handle its subscriber base of iPhones, and Blackberries, et al...so, they're giving the "steerage" weaker spectrum while they build out their 3G capacity, which is still woefully inadequate... So, they aren't "telling" you to upgrade...but you're up the creek. Their coverage in the PCS 1900 MHz bands s-u-c-k-s....and where there's coverage, there's no capacity.
