Any Cookbook publishers out there?

I have a family friend in Kentucky who wrote a cookbook and wants to get it published. She has been turned down by companies, because it has pictures and she wants it spiral bound. I'm not sure why that matters, but it does to the small book companies she's asked.

Does anyone know where to go? And does she need to have a lawyer to copyright it (before the other companies that have copies steal the book)?
