I don't know, maybe because it's one of our most fundamental rights? I'd be more interested in a vote to see how many people would go for Robert Heinlein's idea ala Starship Troopers (the book not the movie). The only people allowed to vote would be people that have served in the military. If you haven't read the book, I'd suggest buying a copy. RH made an interesting argument for that idea.
