So to get it right - after a 6 month break from skydiving and a total of not even 50 jumps (not even mentioning the lack of a license), your first jump includes downsizing, wearing a camera and a tracking suit all together for the first time? You also mention base jumping and wingsuit flying in your profile. IF this is serious I can only recommend you to get some good coaching from any other country but China, because obviously, if the people you have been jumping with are the top of the sport in China, they do not have the slightest idea what they are doing and you will get seriously hurt or killed very soon.   2. First of all - I do not use my DSLR to film in freefall but without any question it's quite common and maybe there is some hypeye modification.... What I see critical in drawing stills from the raw video file is the longer exposure time you are usually going to have during filming in comparison to just shooting stills and I am not sure if it will be sufficient to get acceptably sharp/unshaky pictures, while the reduced resolution might still be ok for tandem pictures (even if a litte bit on the low side). But hey, give it a try! I would be interested to see some results. Nice words are not always true - and true words are not always nice.

I think what he was talking about can be seen in this video: https://www.youtube.com/watch?v=z-WBBLAgE_s#t=690 (starts at 11:30) I understand Deyan's point as putting this clip into a "promotional" video suggests much faster (like "allowing a cutaway in 100 ft."-faster) reserve openings when using a skyhook while in this clip the (main) reason for surviving was the slider-down packing. Under real circumstances packing with your slider down would not make any sense because every not completely slow malfunction could kill or at least seriously injure you and therefore you would also not survive a 100 ft. cutaway no matter if with or without skyhook.   5. I got a nice capture from the video where you can actually see the skyhook in action. I seems like the hook itself is in a bit of a strange position and the main could have been disconnected from it while deployment - therefore (IMO) no complete skyhook resevere deployment. See the attached picture for more information. What I think is more disturbing is the emergency procedure itself. It seems like cutaway and reserve handly are pulled simultaniously (or the concerned skydiver has faster reactions than Lucky Luke) - in the video you can see the reserve handle already in the left hand of the jumper only fractions of a second after the main goes away or more specifically instantly after he moves his head down. I cannot say for sure if this has something to do with the assumed skyhook disconnection (reserve pilot chut beeing faster than the cutaway main) but I think this could be a possible explanation.   7. I know the dropzone where at least 2 of the 4 incidents occured. The dropzones is close the the German border and as "safety rules" in the Czech Republic at least at this specific dropzone are not as strict as in Germany lots of people go there to skydive without any form of supervision and of course do stuff which they would definitely not be allowed to do at a dropzone with at least a little bit of safety concerns. Predictably this results in lots of accidents - and as it happened in the last few months some of them even fatal. The new regulation (if rumor or not) anyhow is not going to change anything (IMHO) as I just can't imagine who should control the swooping restriction.
