Jumping without a parachute?

Travis Pastrani did his chute less jump (circa 2007) in Puerto Rico, just to get beyond FAA justiction.

After Bill Cole did his 2 chute less jumps (1960s) CSPA stripped Bill of his Canadian high altitude record and CSPA membership.
Bill's records were only restored posthuminously.

Bill did not help matters with his lack of political skills. ......

All those jumpers landed with a parachute. Seems like you could argue that when they left the plane, they weren't technically parachutists until they put one on. Once they put one on, then (I assume) wouldn't they then be FAA compliant?

This is what the FAA says on the subject. He may have made special arrangements with the FED’s but who knows.

No person may conduct a parachute operation using a single-harness, dual-parachute system, and no pilot in command of an aircraft may allow any person to conduct a parachute operation from that aircraft using a single-harness, dual-parachute system, unless that system has at least one main parachute, one approved reserve parachute, and one approved single person harness and container that are packed as follows:
