Does anybody know a good place to find a compiled list of music available in the public domain; potentially with free or cheap downloads... Also, does anyone know the legal method of proving that a song is in fact in the public domain?

Long story short; see the stickys.

Short story long; it's a hell of a complex issue! There a a number of ways to get tripped up and if you really wanted to be 100% safe you'd need to educate yourself and continue to educate yourself on the constantly changing legal wrangling going on.

Just as a "for instance"; recordings in the U.S. are protected for a longer time period than internationally. A song can fall out of protection and get re-issued in a foriegn country (typically Germany) with no payments to the original artists, but that couldn't be done for several years in the U.S. because it's still protected there.

Also, when you're talking about "public domain" you're really talking about several parts of the song; the song itself (the musical notes as they would appear on paper), the recording of the song (the phono recording, (the sound on recorded media)) and the payments to the musicians. All three parts have to be taken care of before you're 100% safe in using the piece (technically).

Honest to goodness the easiest way is to just pay a minimal fee for some music library. No, it's probably NOT the exact piece you wanted, but it sure as hell is the least expensive and safest.

But beware that with many creative commons licenses you are not allowed to use the works for commercial purposes, so no using them for tandem videos. Be sure to read the license carefully first.
