DVD in NTSC or PAL?

You May need to change the region that the laptop/PC will play.

My laptop tells me that I can only change this 4 times before the system will lock up on the last setting chosen,

That only happens if the DVD is set for a certain region.
I've burned many DVDs and I've never set the region for them.. those will play on any DVD player..

Region and encoding are separate. If burn a DVD, it'll be set to Region 0 or "any region". Then the only issue is encoding - NTSC or PAL.

Many DVD players and TVs sold in PAL regions can also decode NTSC. I don't know if the reverse holds true.
