The conclusion of the linked thread was that Incidents should require registration to browse i.e. can not be read by guest logins, and that requirement was applied. However it now appears that Guests are able to browse the Incidents forum, and I don't believe they should be able to as per the decision in the linked thread. Something has changed along the way, allowing them access and should be tightened up again.
