pchapman 261 #27 October 26, 2006 I don't know what the answer should be to this question, but it may be useful to compare to other aviation activities, which happen to be heavily regulated: In the US I believe one can get one's private pilot license for powered aircraft at 17, while one can fly solo as a student at 16.
