They remind other instructors to follow USPA/CSPA/BPA etc. guidelines and the air regulations. They remind other instructors to keep accurate written records of student progress. The set school policy on stuff like pre-levels - that must be completed - before progressing to the next level. They set standards about dress (profanity on T-shirts?) and decorum (are anal sex jokes permissible?) They tell instructors when to report for work. They decide which student can jump which canopy, etc. They decide which instructor can jump with which student. They decide exit procedures from various airplanes. For example, does the reserve-side AFF Instructor front-float or rear-float on a King Air? When staff members disagree, he listens to both sides, then decides what will be standard operating procedure.
