As I remember, Lowell was bigger than the judge in the picture in the white shorts.
The judge in the shorts looks more like Ray Heald to me, and the judge next to him with the black baseball cap looks like Art Armstrong.

But Lew Sanborn was awarded his Gold Wings there.
