Is FAR 135 coming?

All of these things sound pretty much the same as CAA Part 115 that all commercial skydiving in New Zealand has operated under for the past 5 years or so, all in response to 9 fatalities in a jump plane following engine failure shortly after takeoff.

As there was no available manifest/operational software available to perform slot specific w&b for each load, I developed the operational software for my mates drop zones to manage all of these requirements regarding w&b, recurrency, CAA reporting and much more.

Since doing that 4 years ago, I certainly look differently at short body Caravans and PAC750s trying to board 16 jumpers and a pilot. It's a very rare load that I can keep 17 bodies on those aircraft within COG limits.
