A license official stamp

Not all instructors have them, though instructors can individually buy them from uspa if they want to.

Like the poster above said, most probably just use the one available at the DZ.

The stamp on the progression card makes it an "official" license. You don't need to send it in to have an A license.

The completed card can be sent in (with or without the stamp) to get a license.

Having the stamp applied on the candidates forehead is highly recommended and considered neccessary for video of the first licensed jump.
