What is the best way to perform either a braked-turn or a flare-turn near t the ground and not get into trouble?

An instructor will be able to show you the proper technique. But at one point I started doing all my pattern turns as brake turns. I figured if I did them all the time, I'd automatically do it that way when I really needed to do it.

...unless you are going to run into something, run into somebody, have somebody run into you, etc.

If you spend any amount of time in this sport, eventually it's going to happen, so better to acknowledge that and figure out how to do it safely than pretend that it's never going to happen.
