Paragliding and skydiving?

People have been doing it for a long time now. I know it is or was very common to do it out west with BASE rigs. I believe however last year the USHPA put some new rules into effect to try and stop it from occurring anymore.

Dont take my word for it. As I mentioned I dont know the specifics. For all i know they just had an issue with the base gear and/or exit/opening altitude. If it's something you want to do reach out to those in the paragliding community. Quietly. I'm a firm believer in it's better to beg forgiveness than ask permission. ;)

OK, what are the legalities in the US concerning jumping from a powered paraglider? "I know a guy" who has a 2 seat PPG. Assume that we want to do this over a normal dropzone, with all applicable permissions.

1. Is it legal to jump from a PPG?
2. What license does the pilot need to hold?

The pilot is not a jumper and believes in following rules and shit. [:/]

Paragliders (powered or not) are ultralights under Part 103: http://www.usppa.org/Resources/FARs/part103_far.htm

Part 103 mandates *single* occupant, so an exemption is required for a passenger. Here is the USHPA's exemption(unpowered): http://www.ushpa.aero/4721.asp

The USPPA also has an exemption(powered): http://www.usppa.org/Training/Exemption9751A-Extension-Until-2012-09-30.pdf

Both exemptions are clearly limited to instructing new pilots in the operation of the paraglider.
