I have a question about TANDEM JUMP 

I am a tandem master

Four months ago, I cutway a line-over.

Before pulling the reserve handle with RSL operation

A reserve has been opened.

My colleague diver expressed regret that I did not pull out the reservehandle.

He said the reservehandle was well opened.

Even if you do, you have to pull it out and come down.

I do not understand what he is saying.

It's hard to pull the steering wheel out of the reserve even after seeing it straightened out.

I wonder if it's the right move.

Say what? Your profile indicates you're in the US, but English is clearly not your first language.

By your line of reasoning, I have a hard time imagining you passing an FJC, much less a TICC.

Your questions should be addressed to your T-I/E and your S&TA.

If you have the slightest idea what any of that means...

I would refrain from further engagement unless the OP can provide a reference that can confirm he really is a TI.

Maybe. But I'll bite.

It sounds like the OP had a cutaway, where the RSL functioned as intended. But neglected to pull the reserve handle. He was (correctly) criticized for that and is wondering why.

Soooo...

You failed to properly execute the emergency procedures. 
They are written the way they are for a reason.
People have died when they failed to properly follow the procedures.

If you don't understand why you need to do things correctly every time, get with your head instructor, the S&T A, DZO or the TI/E that you got your rating from.
Seriously, this is important.
