Abbott of Texas. I have to fault the federal government for its lack of support for the cities receiving these busloads of desperate people. If something is not done before the winter weather arrives we will have a serious humanitarian crisis. The city alone does not have the resources to deal with the amount of need. The border states will not have the same weather issues in January- March. Tents don't work too well when you have blizzards and below zero (F) temperatures.
