SCOTUS: States cannot hide the law behind a paywall

"Officials empowered to speak with the force of law cannot be the authors of—and therefore cannot copyright—the works they create in the course of their official duties," wrote Chief Justice John Roberts in an opinion that was joined by four other justices on the nine-member court.

If I was arguing before SCOTUS, I would have used this logic:

If the state wants to enforce its laws, then the citizenry is entitled to know what those laws are. Therefore the state is entitled to enforce only those laws the citizens are allowed to see.
