billvon 2,380 #2 December 9, 2017 Because they are busy fighting them and have not yet determined the cause, perhaps? Sometimes it's easy. A ~500 acre brush fire by Otay that burned this summer was almost certainly started by someone throwing a cigarette out the window; the fire started right next to Campo Rd as a black wedge shape and you could see how it grew as the wind pushed it away from the road.
