No, I am making an analogy.

Go to any DZ; you'll find plenty of people who think the BSR's are dumb and that it's stupid to be able to jump 1001 feet below a cloud but not 999 feet below a cloud. And most skydivers don't like regulation.

So, again - given that many people find the BSR's dumb, which two would you remove?

Cloud clearance requirements are federal regulations in the USA.
