If someone is responsible for security for a public official, and a citizen puts their hands on said public official, pulling the citizen away can be deemed justifiable. It's the old 'first blood' thing (in a bloodless kind of way). Generally, the rule of thumb is that if someone assaults and is within range to cause damage (arm's reach for a fist, effective range for a firearm, etc.), battery in response is justified. You don't have to let them throw the first punch or fire the first shot. The most effective approach is, of course, to stay out of range in the first place.
