The person stored and using drugs not the addict?
Yes you rave dear.

I have a few beers in the frig, and a bottle of wine in the cupboard.
So I am an alcoholic?

The first step is admitting you have a problem.

Boogers

Are you worried that a pair of officers high on marijuana will independantly launch nuclear missiles against Russia?

In fairness, my Google search results reflects that which drug(s) are in question has not yet been disclosed. But my first default guess, too, would be MJ.

Do you think the launch system and process would even allow that to happen?

I'm sure it's no less secure than, say, one of our embassies.

Malmstrom Air Force base reportedly oversees 420 nuclear-armed intercontinental ballistic missiles ...

Suggestive numbering at least. If it turns out to be MJ and if it would've happened in CO/WA would it still have been an issue or not?

Sure it would. The military has its own regulations, and its personnel, while bound by the restrictions of civilian law in any jurisdiction, are further bound by the requirements and restrictions in the Uniform Code of Military Justice.
