I much prefer to see numbers at zero rather than >0, even if the lower numbers are somehow an improvement over previous years. I don't think it's unreasonable to have expected our President to make good on this campaign promise. So until this war is done (hopefully during his term), his word doesn't mean a whole lot in regard to the war, at least in my book.
