KIEV, Ukraine — At least two Bulgarian cities were totally without gas Tuesday, and nations like Turkey were turning to Iran to bolster their supplies, as a natural gas crisis looms over Europe after a contract dispute between Russia and Ukraine led Russia to shut off gas supplies to seven countries and reduce gas deliveries to several others.

In 1982, as the Soviet Union was beginning construction of a $22 billion, 4,650-kilometer gas pipeline from Urengoi in northwest Siberia to Uzhhorod in Ukraine with the intention of supplying Western Europe, the CIA issued a National Intelligence Estimate (NIE) titled "The Soviet Gas Pipeline In Perspective."

The NIE, regarded as the definitive product of the U.S. intelligence community, reached several conclusions, among them that the Soviet Union "calculates that the increased future dependence of the West Europeans on Soviet gas deliveries will make them more vulnerable to Soviet coercion and will become a permanent factor in their decision making on East-West issues."

In addition, according to the NIE, the Soviets "have used the pipeline issue to create and exploit divisions between Western Europe and the United States. In the past, the Soviets have used West European interest in expanding East-West commerce to undercut U.S. sanctions, and they believe successful pipeline deals will reduce European willingness to support future U.S. economic actions against the USSR."

Hardly suprising. I bet there are allot of very rich Russians who are now even richer. Think about it, if you know in advance you sell you gas shares, pick up cheapish oil stock, turn off the gas. The oil shares go through the roof and the gas shares fall, just before you turn the gas on again you sell your oil shares and pick up the cheap gas shares and ride the wave all the way to the bank. All depends which news reports you read, according to some Gazprom having been pumping enough gas for EU needs but the Ukraine have been taking it for themselves (despite being offered a price much lower than EU pay).

Could be said that the Ukraine have been taking the piss!!!

Perhaps we should let them have some of our gas for free!!

Why would they? They are newbie captalists, and are learning all about supply and demand and market elasticity.

For decades we were fighting communism and pushing for them to become a more capitalist society. Now we've gotten what we wanted. The problem is they look like they're as cutthroat as we are.

The truth is Ukraine admits they haven't been paying the bills. British Columbia cut California's power supply off a couple of years ago for the same reason; what else you gonna do? It's not like this is a new problem.

Funny too when one remembers that President Reagan told then they sould not allow the pipe to be built because one day something like this would happen. (regardless of the reasons)

1) Gas mains of the USA from deposits on Alaska go through territory of Canada.
Canada steals 30 % of gas passing through system (is admissible). What will you do make?

2) In the Europe is not present (practically) power resources. The basic share of the electric power is produced nuclear (uranium basically from Russia) and gas power stations.

10 % of gas consumed by the Great Britain - the Russian gas (it is delivered through Norway).
And bad Medvedev and Putin (read Russia) puts 23 billion $ in construction of a gas main " Northern stream ".
It is a direct gas main to the Europe on a bottom of Baltic sea.

Depends on who is running the country, of course.

If it's Bush, we'd bomb Libya.

If it's anyone else we'd have some options:

-Charge them for the stolen gas; take the money out of the amount we pay them for the use of their land.
-Ship the gas via tanker instead.
-Build an undersea pipeline instead.

I was talking about Europe as a whole, think that while most in France comes from nuclear but a lot of the rest of EU (UK, Germany, Poland etc.) use coal (both lignite and anthracite)

Few decades ago most of the west wanted Russia to move away from communism and socialism (and therefore into capitalism), and that's just what we're seeing, and with this particular issue as normal we're only seeing one side of the reporting

The electric power was brought by me as one of factors.
Except for electric power industry there is a chemical industry,metallurgical industry and further...
Use of gas is not limited by one heat and the electric power...

The state system is insignificant.
There is a normal formula the goods - money (money - the goods). And it worked 35 years. Ukraine does not have money to pay for gas, you will pay or the European union (if them it is a pity to you). Why Russia should sponsor Ukraine?
