The force broke health and safety laws when officers pursued Brazilian Jean Charles de Menezes to a Tube station and shot him seven times, a jury found. It was fined £175,000 with £385,000 costs over the 22 July 2005 shooting.... During the trial, the jury heard that Scotland Yard commanders had made a string of errors on 22 July that culminated in an unwarranted risk to the public and ultimately the death of Mr de Menezes.... Clare Montgomery QC, prosecuting, said the situation had worsened because senior officers failed to keep to their own agreed plan, while firearms teams were both poorly briefed and in the wrong locations. This meant that it became impossible to effectively stop the suspected suicide bomber before he boarded a bus and headed for the Underground. Also, the prosecution's alleged 19 failings of the Met. (I was about to say heads should roll, but it struck me as a bit distasteful given what happened to De Menezes). A £175,000 fine? How is a reduction in an already stretched buget going to improve things? The DeMenezes incident was a fuck-up alright, so figure out what caused it and learn the lesson; fire people if need be. But simply taking away the resource the service needs to do the job means they'll be even further stretched. And that means more fuck-ups. It's a bullshit result that will do nothing but harm. Yeah, the article states that the judge noted that desire for a large fine has to be weighted against the impact that it would have on the Met's future effectiveness. They should invoice his family. Actually that would be a waste of time, invoice the Brazilian government for the cost of the investigation, the Police time wasted and the loss of the officers concerned during their suspension period along with any costs involved to other members of the public and ant councilling fees for the officers concerned.
