Rigger legal question

It depends.

Is the rig going to be used for military operations, say, as an instructor/camera rig for military freefall training?

Is the rig civilian-owned, going to be used by a civilian at a civilian dz?

Is the rig owned by the military, but going to be used for fun jumps at a civilian dz?

Please be as specific as you can. Also, are you "asking for a friend?"

You can pack it all you want, but to be used in the USA or one of the countries following FAA regulations it just comes down to this one thing.

If the airplane used to jump out of is a civilian registered aircraft,the rig must be packed by a civilian rated rigger. The regulations offer no other avenue.
This means even if the aircraft is being used by the military unless in times of war. This is why the FAA offers the Military Comp Rating. A military rigger can simply take a written exam and be issues a certificate,

As I recall, an active military parachute rigger may make the application for the civilian senior rating at any time; however the applicant/military parachute rigger has only a time period of one year from discharge to make that application for the civilian senior parachute rigger rating.

There is a special written test in the CATS system for military riggers applicants to take and pass prior to being issued the civilian certificate. It is a 25 q test.
