The is no such thing as a legal distance. The 21 feet you may be referring to is called the "reactionary gap". Most adults can cover 21 feet in less time than an officer can unholster and fire his sidearm. Hence you are stabbed or struck before you can fire your weapon.

huh? That is not particularly fast at all. 50 ft is not very far over here in the States. That's about 15 meters

give him a break, he's from Europe. 15 meter runs require putting out the cigarette, posing for a moment, making a gratuitous crack about the states, running 5 meters, resting the lungs, taking a small vacation, running 5 meters, lecturing any american tourists about how evil they are, resting the lungs, lighting up another cigarette and finishing it, overrunning Belgium in a small land war, then running 5 more meters. Most cops would shoot from mere anoyance - thus taking guns away from cops in europe is a good thing

Edit: Gratuitous France dig. Of course a Frenchman would have to do that and run the 15m AWAY from the finish line. Strangly enough, he'd still finish in decent time.
