There was an effort back in the late 70's/early 80's that got substantially shot down by a vast majority of mfrs. IIRC, that was an FAA trial balloon in the late 80's. What I remember is is that it didn't go any farther because neither PIA nor USPA wanted to be in the rigger certification business, USPA having tried it with the ram-air rigger rating around 1980. But I do remember that the vast majority of mfrs wanted nothing to do with it. Having had multiple TSO's since 1979, I am convinced that a self-certifying system would work just as well as the 'FAA oversight,' whatever that might/might not be. You have to move the sun and the Earth to change a FAR. Only Superman can move the sun and the Earth. Therefore only Superman can change a FAR. But that's OK.
