I got one at Spaceland for ~20 bucks, stick it on the carpet, thread the webbing thru the big rings or the leg straps and pull it tight, no more uneven risers! Not that I have ever packed a tandem line twist without it, but it helps alot more and only takes a few seconds to clip it on and take it off. I would suspect it's happening as it's coming out of the container, so keep an eye on that last stow (as mentioned) and how they're laying the risers in the container.
