A tsunami warning was in effect from the California-Mexico border north to Vancouver Island, British Columbia. Residents were being evacuated from low-lying areas of Crescent City, KCBS radio reported. A hotel employee in Crescent City told NBC the quake “shook the heck out of me” and some telephone lines were reported down. This story will be updated.
