End of the decade Dec 31, 2009 or Dec 31, 2010?

if you start your count on july 4th, 1999, a decade is over july 4th, 2009.

from
7/4/99 - 7/4/00 = 1 year
7/4/00 - 7/4/01 = 2 years
7/4/01 - 7/4/02 = 3 years
7/4/02 - 7/4/03 = 4 years
7/4/03 - 7/4/04 = 5 years
7/4/04 - 7/4/05 = 6 years
7/4/05 - 7/4/06 = 7 years
7/4/06 - 7/4/07 = 8 years
7/4/07 - 7/4/08 = 9 years
7/4/08 - 7/4/09 = 10 years

Thats 10 years.

If you look at time as a math function year one did not exist until it had arrived.

I know what you and squeak are getting on about, it is not like I am a dolt.;)

Even the Mayan calendar does not address this issue.

The Gregorian and Jewish calendar count the years as you say, I do not dispute that.

The time line from the big bang was 00,000,000,000,YEAR,DAY/00:00:00 then add time accordingly.

Then you add a minute and get 00:01, add an hour and you get 01:01... but it had to start at 0.

If you are counting Jan 1, 2000 as the start of the decade, how can you count Jan 1, 2010 as the end? What date starts the next decade? Jan 2?

Dec 31, 2009 23:59:59 is the end of the decade.

Jan 1, 2010 0:00:00 is the start of the new.

Except that those of us in the know don't count Jan 1, 2000 as the beginning of the decade. :P Jan 1, 2000 is the start of the final year of the decade. Jan 1, 2001 was the start of the decade (and century and millenium) therefore the end of the current decade is Dec 31, 2010.
