The 2000's decade started on January 1, 2000 and ended on December 31, 2009.
A decade is a period of ten years. The word is derived from the late Latin decas.
12 months in a year, 120 months in a decade.
Count it up.

the END of a decade ends with xx10. we count starting from 1 and end at 10 or the equivalent of zero for the single digit form so 12.31.09 is NOT the end of the decade but the year BEFORE the end of the decade. ;)

this actually irrated me when i graduated from high school and retards said 2000 was the end of the decade - wrong idiots! it's 2001! the year i was SUPPOSED to graduate but i'm smart so i graduated a year early and recently discovered "ice is COLD" :$:P;)B| just ask theonlyski about that....

it could be ANY year or for that matter, any time during a day in that year, that you could count starting or ending a decade. The callender is just an easy way for us to keep track of seasons, cycles of the moon and revolutions around the sun.
