I've heard the same thing. Many times. I find the reasoning overly simplified to the point of absurd because, if the person actually opened his or her mind and thought about it, that person would realize that open parachutes are only useful in limited circumstance.

Opening a parachute prematurely may kill you and everyone on the plane.

Walking around with a parachute that's open all the time would be really stupid.

Parachutes are open when ones wants to impede progress - which is why they are carefully packed away most of the time (note - psycho-packing is called psycho-packing).

An open parachute is not the end and an open parachute still may mean disaster if not properly controlled.

Minds are like parachutes - more that one open at a time may look nice, but creates hazards and when they meet the results ain't pretty. Lots of open minds, like open parachutes, requires planning to avert disaster.

The saying is designed for whuffos, not for people like us with intimate knowledge of parachutes. So, in the company of whuffos, it's still a good saying for some circumstances.
