Can it be a phrase, or sentence fragment.

"What I'm saying is" or "All I'm saying is . . ."
Or just about ANY sentence that starts with "No.">:(

The one I detest follows when I make some statement and someone in the group replies with:

"I know, right?"

What is that supposed to mean? Are they asking me if they are correct in saying that they know? How would I know that?
