It's visual cue for the pilot to use while doing aerobatics. For example he can quickly see that he is on a 45 degree angle against the horizon.

Yes it's a 'sighting device'.
Common on aerobatic aircraft. Especially useful for competition, where maneuvers in many of the programs are from a catalog and involve 45 degree, or 90 degree pitch attitudes, and any deviation from that gets penalized in the scoring.
