how much should i offer for a singer 7-31

Will a 7-31 make a decent harness machine? The guy selling it does not seem to know what it is. So who knows the condition. He claims it is complete and running (whatever that means). I am interested in making an offer. I figure Id offer him 300 hundred and see where that gets me.
