Does this mean this camera will record 720 video and take 8mp photos at 2 frames per second, Simultaneously. Which could mean video and stills can now be done with only one camera, the Hero 3. And what MP would the stills be. thanks

No, unfortunately it's a photo once every 5 seconds at fastest setting, as listed in the gopro specs
