Because in TSO C23d there are no maximum weights or speeds. There are minimum weights & speeds but the mfr gets to choose what maximums they want to certify to.
It would seem to me that these two mfrs simply chose different weights/speeds to certify their gear to.

Hi
Javelin under FAA TSO C23 D = Max.E.W of 300 lb @ 170 Knots.
Which reserve you looking for ?
The system M.E.W will be by the LOWEST limits in the TSO'd parts of the system = if you put a PR 253 in that Javelin the M.E.W will be 254 lb. @ 150 knots.
The M.E.W in the FAA TSO C23 D is based on the tests the Mfg. did & after a 1.2 SAFETY factor.
