I turn off the delet to trash option so the email goes away. About every week or so that option changes to on and I have to clear out the trash and reset the option of off again
Has happened 6 times or so

The Profile box to "block private messages" sometimes also re-sets itself to blank. I keep an offline list of the names I have in that box, so that when they mysteriously disappear, I can cut-and-paste my list back into there again. So this e-mail option isn't the only thing that somehow automatically resets itself to a default value.

There seems to be a process that is run on the site around 6:30 AM CST that gives a lock out error of some kind when I am trying to post when that process is running
It happened to me this morning
Now I see my options have changed

That would make sense, there are parts of the site that are still run statically, so once a day the server goes through and rebuilds the information. So it's very possible that in the rebuild process, that it rebuilds the default settings as opposed to what you've changed.
With this information, I'll try look into what we could do about it.

Yes
And it seems to only affect my settings if I am trying to post at that time
