I expect there will be the usual dispensation for visiting jumpers.
look how it's done in other "full AAD" countries in Europe : "get an AAD in your rig or jump somewhere else". Sometimes there will be exceptions for specific activities (water swooping, CReW ...)
The skydiving federation here does not have power over BASE jumping. A ADD in base? hell, most people do not even have a reserve chute.
About Vigils, I do not know at the moment. I will talk to the federation and come back to you. But I know that my DZ have accepted visitors with Vigils.

I have now talked with the norwegian skydiving federation (F/NLF), and they say that Vigil AAD is allowed if the Vigil is approved in the country the skydiver lives. So if it is approved by your own federation, then you are more than welcome to jump here
