What are the specifics of the program? How many accuracy jumps? What distances to be shot for each type of firearm? Etc...

why does it cost more for jumpers than non-jumpers?

The cost for jumpers includes the cost of the jump. There's no need for non jumpers to pay for a jump they're not gonna make.

How are non-jumpers scored for an accuracy jump since they don't jump? Do they get a default maximum score for that phase?

It's a separate competition for them with a separate prize pool if I understand it right.
