Probably yes, but it may not be worth it; Keeping the Velcro in good condition(=replacing it periodically) should keep the flaps closed. If you're thinking about freeflying I'd be more worried about the main closing flap.
I also have a Vector 2. I asked around about this and nobody thought it could be done (or were practically).
However, it's not that expenxive to replace the velcro. It's also some other mods available to make the rigg more frefly friendly. Better bridle protection etc, etc. Here in Norway many people call it a "Jones-mod", but I think that's a local expression. I've seen many people freeflying with vector 2 with these mods, and not heard of any problems with it. However, I can't give any guaranties of any kind.
Best solution would be to get a new container if you got the $$$...
