Simple. Horizontal separation trumps vertical separation any time. Period.
Slow go, fast last.
If you think there is going to be a problem, then you are not giving the first guy enough exit separation time. Simple as that.
It's unbelievable how many times I've heard a freeflyer ask the belly jumper in front of them where they are going to pull...and say, "if you're pulling higher than me, you need to go behind me." Unadulterated BS. It tells me the guy has no concept of exit separation and freefall drift.
