There's no need to replace closing loops all the time.
Need vs Safety No-brainer to me.
The rigger gets paid for a re-pack. In my book that includes a new loop. It's included in the price of the re-pack. If he's too cheap or too lazy to put in a new one, I don't want him touching my stuff.
Hard case? Yes. It is what it is.
For those who don't do it as part of the process and cost, I sincerely hope that you at least give the owner the option and the price for including it.
