If you change your language settings in your profile to Russian it will change your encoding to windows-1251. There's a problem with changing the encoding just for this forum (I started off with that) If you do that the encoding does not carry over when a user does a search or writes a PM. Encoding needs to follow the user, not be confined to the forum.
In the top left corner of the page, click on "Edit Profile", then click on "User Profile". Just below the ZIP code you can select "Russian" as your language. English forums will still encode just fine.
